This has prompted a large push for further development of the city’s critical infrastructure, with the Tauranga City Council Long Term Plan setting out a $4.7 billion masterplan covering key crucial spend across new city facilities, roading, cycleways & walkways, 3-water infrastructure & more.

To deliver this $4.7 billion spend, Tauranga City Council has established a Capital Programme Assurance Division (CPAD) to act as Centre of Excellence for Programme & Project Delivery. CPAD will ensure all projects delivered under the Capital Programme are established, costed, resourced, reported & delivered according to best practice by providing systems, guidance & advice to key stakeholders.

CPAD is an enterprise function with all roles being highly influential across the Council. About the role:

This is a permanent opportunity sitting within the CPAD team, responsible for providing project cost planning and analysis in order to advise and support the delivery of Tauranga City Council’s capital works plan.

The cost planning analyst will ensure that projects budgets are costed appropriately to meet project outcomes through long-term forecasting and short-term project budget estimating, as well as commercial analysis for capital works investments.

  • Analyse discrepancies between project budget/forecast and actual spend

  • Identify opportunities for financial improvements across the project lifecycle

  • Provide effective cost planning advice based on market trends

  • Provide commercial expertise for development of project business cases

Successful applicants will have:

  • 5+ years’ experience in a similar cost planning role

  • Sound understanding of project and contract management

  • Ideally experience with local government and/or civil infrastructure

  • The ability to collaborate across multi-disciplinary teams

  • Experience across analysis tools, such as Power BI

  • Excellent communication and presentation skills

  • Relevant tertiary qualification – e.g., commerce, construction
